This is the regular meeting of the Somerville Planning Board.

Agenda includes Assembly Square Block 3, a Special Permit for two levels of retail and restaurant, including a 12-screen cinema, with residential above. This development helps fulfil the financial conditions needed for the success of the Assembly Square DIF and iCubed programs.

The Planning Board holds public hearings, provides recommendations to the Zoning Board of Appeals and Aldermanic committees, and grants permits for special districts, such as Planned Unit Developments.

    Block 3 of Assembly Square, including retail, residential, and cinema, voted to approval with minimal discussion, waiving written comment.

    Notes

    Joanne of Goulston & Stoors is notary to have Planning Board sign & notarize some doc. Referenced Assembly Square Block 1. She asked about license (not clear whose).
    Get feeling they are ready to sign off already. Notary present etc. Document is entitled waiver of first refusal.

    (Side talk about 50 people, TV cameras at high school, about Green line Extension.)

    Read legal notice block 3, Assembly Square final approval
    2 level retail plus cinema. Signs oversize and over height. Fewer parking places. Addendum to notice. (Didn’t mention other blocks.)

    Adopted lots of minutes dated back to 2008. Draft minutes only last week. Voted to approve old minutes.

    Arch presentation on C Street, D Street 480000 s.f. 3 stories. Toward Main Street point garage with retail first floor (2 story retail).

    Primary entrance to cinema. Garage precast concrete with brick facade designed by tenant. Limited opaque space lower floors. Variety of materials but consistently stepped back.

    Q: Hotel? A: Yes, don’t know where.

    Dahlbacka: Connection to T-Stop, connection to park. View of cinema from plaza. Big-box parking not accessible to rest of site (?)

    Assembly Square Drive has retail wrapping, not just parking.
    Details of building could change: vertical elements from Main Street. Change of material from cinema. Would like it defined further. Rooftop terrace was liked over cinema. Terrace didn’t fit design. Could be reinstated as of right with only staff approval. Bike parking should be on ground floor as well as in parking garage.

    Q What about waivers on signage and loading spaces and 3D model. Log of applications.
    A: Big 3D model of project at marketing center.
    Favaloro: Assembly Square now becoming real, especially with awarding of T-Stop contract.
    Moroney: Feels like there stuff going on there finally. I’ve been on it for 12 years.

    Prior: 3 of us had hair. Max PAC is starting too.
    Waive reading of reports and accept recommendation.
