Biogen wants to remove two parking spaces and add a liquid nitrogen (N2) tank.
QUESTIONS FROM PLANNING BOARD
Moroney: No problem with the parking spaces. Question about the liquid N2 tank. Is this dangerous?
A: It’s used for product storage during manufacturing.
Q: Stored outside?
A: Often done. Airgas web site shows it outside.
A: State fire marshal had problem with it.
Staff: It’s not flammable.
A: Concerned about combustibility. If a spill, would not burn.
Q: No explosion.
A: No.
Q: What about putting it by a parking lot?
A: Bollards. DOT standards for piping set.
PUBLIC HEARING
No comments from the public.
DELIBERATION
Staff: Needs a special permit from the Special Permit Granting Authority (Zoning Board of Appeals). Tank should be used for liquid N2 only. Bollards are in plans. Requires site visit before signoff.
Voted to accept staff recommendation.

Expand 2 windows, replace others with same windows. Alderman Heuston says OK.
Conditions: Remove roll down security gate and grates. Waived reading of conditions, voted to approve.

Planning Board voted during a break to accept the staff recommendation. Reopened because someone came to speak about it.
Store: House burned on previous owner, unsafe electrical (light cords from 2nd floor).
Fear of overcrowding. Bought by new person, seemed OK. Then trucks and supplies arrive. Condo conversion going on without permits. Putting in new kitchen, gorgeous. Shouldn’t be more than one family.
Staff: Contractor pulled permit for new kitchen. Issued stop work order after sprouted addition without permit. Addition comparatively small. Staff addressed issues: (1) meets plans; (2) no more than one dwelling. We can shut it down immediately if try to add a second dwelling. Charge triple fee for work done before permit. Zoning Board of Appeals to rule on this Sept. 1.

Applicant not there. Alderman Trane says he thinks it’s OK. It was a basement apartment, never legal. Voted to accept staff recommendation.

Wanted to reaffirm vote because there was a split vote. Single family rate. Voted to carry previous rate forward.
