According to this post on the ResiStat blog in answer to my question, the Mystic Children’s Zone will use college enrollment as the final measurement of its success. Perhaps this, and not high school graduation, should be used to measure the performance of our school system over all.
Although college isn’t for everyone, it probably is for a large majority of students, so this sounds like an appropriate metric.
And thanks to the ResiStat team for providing a quality answer to my question and many from others!
