Here’s a 12% slope in Union Square, at the crosswalk between 2 HP parking spaces, nearest curbcut to the Union Square Bus stop, necessary to access the commercial area and the SCAT building:
And here’s what that steep slope does to a friend just trying to get out for a meal in Union Square- it makes her wheelchair get stuck and it jolts her out of position as she attempts to stop from falling out:

And here is where the mayor chose to hold his All America City celebration- The Armory, which has a 12.8% Entrance ramp and a 3.8% cross slope right in front :
Exclusion isn’t a matter of degree. It’s a matter of choice.

We bought our condo outside of Union Square in 2005. The one constant has been the construction going on for 4 years in Union Square. Will they ever be finished and possibly have the construction done correctly? I doubt it.
