Do these blinking yellow lights help provide warning to drivers about a potentially dangerous intersection that would become more dangerous without the lights? How do you define "off-hours"? How much energy and money do those lights consume per hour? What would be the total savings under your proposal? What would be the cost of adjusting the lights in this way?
